In 2020, The Guam Women's Chamber of Commerce, Guam Chamber of Commerce, and the Guam Hotel & Restaurant Association supports Bill 384-35 to help restaurants and bars increase their revenues during the COVID-19 pandemic with the takeout sale of alcoholic beverages along with a food order from the establishment.

In 2013, the Responsible Alcohol Server and Seller Act was introduced and GHRA met with the sponsor of the bill, stakeholders and the ABC License Board to make amendments.
